Virginia General Assembly Sustains Governor’s Vetoes on
All Death Penalty Bills
We celebrate the defeat of all death penalty expansion
legislation during the 2009 legislative session! You took action and your
legislators responded. Tonight, April 8, 2009, the Senate of Virginia voted to
sustain Governor Kaine's vetoes on all 5 bills to expand the death penalty (SB
1409, SB 961, SB 1069, HB 2358, HB 2638).
Thank you for all of your work attending meetings with your Senators,
contacting your legislators, and educating your friends and family on these
dangerous expansions. This victory demonstrates that through your advocacy
efforts we can stop death penalty expansion once and for all and make progress
toward reform and abolition. We will continue these education and advocacy
efforts to maintain our momentum in this positive direction. To help support

I look forward to working with you on these efforts in the future. Thank you
for all of your work to make this victory possible. Congratulations!
Peace and Hope,
Beth
We needed at least 14 NAY votes on each bill to uphold the veto. YEAS are for death penalty expansion, NAYS are against expansion:
Senator Colgan stated that he was recorded as voting yea on the
question of the passage of the enrolled form of H.B. 2358, notwithstanding the
objections of the Governor, whereas he intended to vote nay.
Senator Smith stated that he was recorded as voting nay on the
question of the passage of the enrolled form of H.B. 2358, notwithstanding the
objections of the Governor, whereas he intended to vote yea.
HB 2638 Capital murder; add auxiliary police officer, etc. to definition of law-enforcement officer statute.
floor: 04/08/09 Senate: Motion to pass in enrolled form rejected (25-Y 15-N)
Senator Edwards stated that he was recorded as voting yea on the
question of the passage of the enrolled form of H.B. 2638, notwithstanding the
objections of the Governor, whereas he intended to vote nay.
